Excessive force by corrections officers

On June 30th, 2016, I witnessed a prisoner by the name of Jeffrey Reeves be subjected to excessive force by two CERT (Correctional Emergency Response Team) officers for nothing. This young Caucasian male was approached at the dinner meal and asked by cert officer Smith about a tray that layed unattended at his table. The prisoner explained that another prisoner was sitting there, but had suddenly left for some odd reason or another and that it was not his tray.

The officer departed and minutes later the other prisoner returned and picked several items to eat and gave the rest of the tray to Jeff. I watched from a row over as officer Smith spoke with officer Garmany (CERT) and nodded towards Jeff’s table.

As we exited the mess hall, something transpired inside that I did not see, but the prisoner was shoved outside on the walk and he was saying “I didn’t do nothing, man. You walked up to me saying you were going to slap me in my face.” The two officers (CERT) then began to yell at the prisoner to “shut the fuck up!” And slammed his head into the brick wall where he immediately sustained a cut over his eye and a bloody mouth.

As this incident unfolded; more staff approached: Sgt. Clay, Deputy Warden of Security Mr. Dewberry, Lt. Mcallister and a few more that I’m not familiar with due to my recent arrival here at this prison.

This prisoner was layed on his stomach, but still voicing the cruelness of these officers handlings. While so; Officer Smith placed his taser gun to the prisoners buttocks and shocked him for about 10 seconds. He kept yelling out; “stop resisting!” Prisoners began to complain and protest. We were then ordered to lie down on the scorching pavement, with our hands our sides.

This prisoner was placed in feet and handcuffs. The feet shackles were administered by a female; Sgt. Clay. And all while this took place, the Deputy Warden of Security held no authority on how to handle this maneuver.

Officer Garmany is a repeat offender of prisoner abuse. In February 2016. As officers were subduing a prisoner, he ran full speed and jumped into the air and hit an innocent bystander in prisoner with a flying knee. I observed this my first week here.

I’ve been in dorms where 2 riots broke out and Mr. Dewberry locked the dorm down as a hole and opened it back with the same offenders still housed there. By the grace of God nothing else transpired.

Hays State Prison is the only level 6 Prison in GA. The CERT staff is abusive, disrespectful, and agitators to violence. Since they have taser guns now, inmates are hesitant to voice the opinion, let alone hold court with them. All or majority of conflicts take place at chowcall with them. The chowhall does have cameras common but they quickly escort the conflict outside where there aren’t any cameras.

There is bound to be an uprising if this kind of treatment continues. I am honored to expose the injustice and mistreatment by the correctional officers at any prison that I’m housed in. Peace, respect and encourage to all.
